UBS slammed by Facebook IPO losses

UBS said Tuesday its earnings in the second quarter were more than halved because of losses from the botched Facebook public stock offering in mid-May.

The Swiss bank said it plans to take legal action against the Nasdaq stock market, which handled the social network?s IPO.

UBS said its net profit in the quarter fell to 425 million Swiss francs, or $434 million, with $357 million in losses coming from?what UBS called ?the gross mishandling? of the Facebook IPO by the Nasdaq Stock Market.

The Nasdaq exposed UBS, as a market maker for the much-anticipated IPO, to ?far more shares than our clients had ordered,? by filling trading orders multiple times, the bank said.

?As a market maker in one of the largest IPOs in U.S. history, we received significant orders from clients, including clients of our wealth management businesses,? UBS said.

?We will take appropriate legal action against Nasdaq to address its gross mishandling of the offering and its substantial failures to perform its duties,? UBS added. ?Although as in all such matters there can be no assurance as to the amount of any recovery we may obtain, we intend to pursue compensation for the full extent of our losses.?

The quarterly losses at UBS are far higher than the $62 million the Nasdaq has set aside to offer as compensation to clients affected by the problems with Facebook?s initial public offering in May.

Facebook?s stock offering was marred by trading glitches and has triggered several lawsuits. The company?s share price has since dropped almost 40 percent from its initial price of $38.

UBS said its quarterly loss was also due to ?challenging conditions marked by increased volatility and greater client caution.? UBS had reported a profit in the same period one year ago.

22 PKK militants killed in Turkey clashes: TV

ISTANBUL (Reuters) - Twenty-two Kurdish militants were killed during clashes in eastern Turkey over the last three days, CNN Turk television said on its website on Tuesday, adding to Ankara's concerns over gains by Kurdish groups in neighboring Syria.

Fighting, including bombardment with helicopters and war planes, continued on the outskirts of the town of Semdinli, CNN Turk reported.

Two Turkish soldiers were reported killed and 10 others wounded on Sunday during fighting that broke out in Hakkari province, near Turkey's borders with Iraq and Iran, and hundreds of villagers have fled the fighting.

The province is the scene of recurring fighting between Turkish forces and fighters of the Kurdistan Workers Party (PKK), which has fought a separatist insurgency in the mainly Kurdish southeast since 1984 and which is regarded as a terrorist group by the United States, European Union and Turkey.

Syrian opposition forces say President Bashar al-Assad's forces last week quit areas further west on the Turkish-Syrian border, now reportedly controlled by members of a PKK-aligned Syrian Kurdish group.

The collapse of Syria's state security presence in a region populated largely by Kurds has stirred Turkish anxieties about the potential for rekindled separatist sentiment in its borders.

Turkish Prime Minister Tayyip Erdogan said last week that Turkey could intervene in Syria in response to any attack or potential threat deemed to emanate from there.

US athletes stage Twitter protest over ad rules

LONDON, July 30 ? A group of US athletes protested on Twitter yesterday over curbs on appearing in commercials during the Olympics in what looked like a concerted challenge to rules designed to protect Games sponsors.

Athletes including Dawn Harper, gold medallist in the 100 metres hurdles in Beijing four years ago, took to the social networking site to call for the restrictions to be relaxed.

"I am honoured to be an Olympian but #wedemandchange #rule 40," Harper tweeted, accompanied by a picture of a group of U.S. teammates in a meeting room. Others including triple Olympian Sanya Ross-Richards echoed the message.

The target of their ire was rule 40 of the Olympic Charter, which forbids athletes from taking part in advertising for anyone except sponsors during a Games.

The rules protect the 11 international companies including Visa, McDonald's and Coca-Cola which help to bankroll the Olympic movement, paying around US$100 million (RM3.2 million) each for four years of global rights to sponsor a winter and summer Games.

Those companies and sponsors of national Olympic committees are exempt from rules designed to prevent what is called "ambush marketing", non-sponsors getting free publicity on the back of the Games.

NEW DELHI: Alleging that an Iranian state agency was involved in the February 13 bomb attack on an Israeli diplomat in the capital, the Delhi Police has concluded that the suspects were members of Iranian Revolutionary Guard Corps, a branch of the nation's military.

The investigation report, exclusively accessed by TOI, states that the IRGC members had discussed the plan to attack the Israeli diplomats in India and other countries with Indian journalist Syed Mohammad Ahmad Kazmi in January 2011, after Iranian scientists had been attacked allegedly by the Israelis. The cops have also learnt that Kazmi was in touch with these people for almost 10 years.

Details about the suspects have been shared with Iran through a letter rogatory. Delhi Police has sought more details of the five IRGC members, including the main bomber, Houshang Afshar Irani, who mentions his profession in Iran as a builder, Sedaghatzadeh Masoud (sales employee in a commercial company on Baharestan St, Tehran), Syed Ali Mahdiansadr (a mobile shopkeeper in Tehran), Mohammad Reza Abolghasemi (clerk in the finance department of Tehran's water authority) and Ali Akbar Norouzishayan (a retired accountant in Tehran).

According to the sources, Masoud is said to be the operational head and it was he who planned the attacks in Georgia, Bangkok and Delhi.

Apart from these five, police have also come across the role of an Iranian woman, identified as Leila Rohani, in the February 13 attack in New Delhi as well as the attacks in Bangkok and Georgia, and has sought details about her as well from Iran. Rohani had allegedly helped Iranian suspects in Bangkok attack of February 14 in getting a flat, after which she fled to Tehran.

British boxer Ogogo dedicates win to stricken mum

British middleweight boxer Anthony Ogogo dedicated his opening victory at the Olympics on Saturday to his ailing mother, laid low by a brain haemorrhage last month.

The 23-year-old clinched a 13-6 first round win over Dominican Republic opponent Junior Castillo Martinez and immediately turned his thoughts to his mother back in Britain.

"This one is for my mum," he said. "She had a brain haemorrhage six weeks ago and she is still in bed, so I don't think she would have watched the bout but I can't wait to ring her."

He added: "It's a bit of a family affair actually as one of my sisters is due to go into labour today."

Ogogo next fights world champion Ievgan Khytrov of Ukraine.

"That doesn't bother me. I've never fought him before but I have the best coach in the world and with this crowd behind me I have the beating of him," he predicted.

As impressive as he was in his division, so was American Joseph Diaz Junior in the bantamweights who showed why he is one of his team's brightest medal hopes with an impressive opening round win.

The 19-year-old, who has pledged to have a successful boxing career to help his family financially, defeated tough Ukrainian Pavlo Ishchenko 19-9.

But it was a bitter-sweet victory as he next meets top seed Lazaro Alvaro Estrada of Cuba on Wednesday.

"I felt great out there. I said to myself he is just like me, he sweats like me and he bleeds like me," said Diaz, who is coached by his father.

"It means a lot to me that my family are in the crowd.

Diaz admitted that he had sacrificed going to Friday's late-night opening ceremony because of being up first on Saturday.

"I am not here for the opening ceremony; I am here for the gold medal," said Diaz, whose country are seeking just their second gold medal in boxing since the 1996 Games.

He lost to Estrada in the quarter-finals at last year's world championships.

"I have a different gameplan to the time I fought him and lost. He is the top seed and it is a difficult task but this fight has settled my nerves and I am going to put on a good show on Wednesday."

Irishman John Joe Nevin demolished Dennis Ceylan of Denmark, his country's first Olympic boxer in 16 years, romping to a 21-6 win and threatens to go further than he did in Beijing where he failed to make the quarter-finals.

Even Nevin, whose compatriot Darren O'Neill also reached the second round in the middleweights, was taken aback by the margin of victory.

"Probably I wasn't expecting to win by as much but when I perform at my best I can beat anyone," said the 23-year-old.

"I know him (Ceylan), he's a nice lad and we're quite good friends.

"He was even talking to me in the ring in the last round, saying ?you're boxing brilliant John Joe'. It gave me a little bit of a buzz. I was talking to him to try and slow him down as well."

LONDON (AP) ? Fresh from her star turn as the latest Bond Girl, Queen Elizabeth II returned to Olympic Park for an encore Saturday, while the usually biting British press gave a resounding review: We are amused.

The queen visited with fawning British Olympians in the athletes village and rode to the top of the 377-foot (115-meter) Orbit tower beside the stadium, where on Friday night she officially opened the 2012 Games. Her husband, Prince Philip, and London Mayor Boris Johnson accompanied her.

Dressed in a royal blue silk dress, crepe coat and matching hat, the queen could be heard remarking at the views of the London skyline and countryside. She wore a brooch given to her in 1948 ? the last time London hosted the Olympics and four years before her accession to the throne.

In describing her role in the opening ceremony, created by director Danny Boyle, Johnson said the queen had told him she was "very, very impressed with the success of her first film appearance, her first dramatic venture. It was very funny and seems to have gone down particularly well with the international audiences."

And, it seems, with the British media.

The Guardian called the queen's appearance "one of the highlights of Danny Boyle's tumultuously inventive opening ceremony of the 2012 Games. ... Now, thanks to Boyle, we really have seen everything."

"I was worried that there was too much self-parody, that the world might be laughing at us," wrote columnist Giles Coren in The Times of London. "But they were laughing with us. They were silently awed."

The show-stopping moment featured the queen making her acting debut alongside Daniel Craig, who portrayed James Bond in a film beamed into the stadium.

Boyle's production showed Bond striding into Buckingham Palace to escort his VIP guest to the Olympic ceremony. Many had expected a famous actress to play the role of the queen, and there was an audible gasped as the real-life royal was seen to swivel round in her desk chair and declare: "Good evening, Mr. Bond."

Buckingham Palace confirmed that the 86-year-old monarch agreed last year to participate. The filming took place at the palace in March and April and featured two of the queen's corgi dogs: Monty and Holly.

At the end of the film segment, two stuntmen dressed as Bond and the queen parachuted from a helicopter into the stadium, and moments later Elizabeth and Philip emerged in the stands.

Boyle told NBC television that the queen had been a natural. "You don't have to tell her something twice," he said. "She picks it up straight away, about cameras and angles."

The sequence has already provided the defying images of the games, according to the Daily Telegraph in Australia, where the queen also reigns.

"A few hundred years ago director Danny Boyle could have been sent to the Tower for even suggesting such treason," the Sydney newspaper said. "But as if to show how far England and the monarchy have come in that time, Her Majesty not only let Boyle get away with it. She was actually in on the joke."

The German newspaper Die Welt wrote that "often seen as reserved and unapproachable, the queen changed all that alongside James Bond."

The queen offered more surprises Saturday as she met about 150 members of the British Olympic team. Spectators took in the scene from balconies draped in Union Jack flags.

"For her to come through and meet the athletes, and see where we're living, it was amazing," said Rose Anderson, 24, a member of the women's basketball team.

"She went inside one of the athletes' bedrooms and chatted to us. It was just awesome, especially after last night," she said. "Last night will never be topped. I'll never get an experience like that again, and then this will never be topped either."

The queen also met athletes from other nations in the dining hall.

"She's beautiful," said Jess Fox, who competes for Australia in the canoe slalom. "We saw her from afar last night in the stadium, but it was amazing to see her like this."

London shares rise on Europe, company earnings

London shares rose on Thursday following strong earnings figures by several UK companies and a more positive mood on eurozone markets, traders said.

The benchmark FTSE 100 index gained 78.84 points or 1.36 percent to 5,573.16.

Royal Dutch Shell, BSkyB, Rolls-Royce and BG Group were among the London-listed companies to announce profit figures as the second quarter results season got into full swing.

David Jones, chief market strategist at IG Index, said investors' nerves were soothed by a pledge from European Central Bank presdent Mario Draghi to do whatever is necessary to support the euro.

"Markets seem to have taken this as a sign that the ECB could end up implementing QE (quantative easing) in a bid to keep government bond yields at more reasonable levels," he said.

"Cynics may see this as yet more talk around the euro crisis, rather than much-needed action ? the last couple of years are peppered with strong rallies inspired by great speeches which have soon after given up the ghost," Jones said.

"But markets have slid quite heavily over the past week and did feel like they were looking for an excuse to rally."

Rolls-Royce shares surged 6.69 percent to 885 pence on news that the aero engine maker's first-half net profits soared on rising revenues, a bumper order book and the sale of its stake in US-based International Aero Engines.

Earnings after tax jumped 24 percent to ?1.19 billion in the six months to the end of June, compared with ?842 million in the same part of last year.

The company's order book increased by 4.0 percent to ?60.1 billion, while underlying revenues swelled five percent to ?5.8 billion in the reporting period.

"Rolls-Royce has delivered solid growth in underlying revenue and underlying profit in the first half of the year," said chief executive John Rishton.

BSkyB shares gained 3.14 percent to 706.50 pence after the pay-TV giant posted rising annual net profits on solid demand for its television, Internet and telephone services.

Earnings after tax jumped to ?906 million in the group's 2011/2012 financial year which ran until the end of June.

"In what remains a tough economic environment, customers are choosing Sky over other providers," said chief executive Jeremy Darroch.

BG Group also rose, adding 2.13 percent to 1,246 pence although the energy producer said its net profits plunged 77 percent in the second quarter compared with a year earlier on a write-down to its US shale gas business.

Revenues rose nine percent to $5.79 billion, though the company lowered its production estimate for 2012 to 720,000 barrels of oil and gas per day from 750,000 barrels.

However, Shell shares dropped 2.26 percent to 2,137.50 pence in the wake of the oil giant's announcement that second-quarter net profits tumbled 53 percent to $4.06 billion on the back of sliding world oil prices and slack demand.

Total oil and gas production rose 1.9 percent to 3.103 million barrels of oil equivalent per day, aided by giant projects in Canada and Qatar. However, analysts had predicted a 4.0-percent increase.

"Our industry continues to see significant energy price volatility as a result of economic and political developments," Shell chief executive Peter Voser said in a statement.

"We are moving forward in volatile times. Our profits have fallen with energy prices."

At 5:25 pm, sterling was trading at $1,5681, up from $1.5480 late on Wednesday.

The British currency was little changed against the single European currency, at 1.2765 euros versus 1.2758 euros a day earlier.

Israel Cancels Bulgaria Flights After Blast :: Balkan Insight

Delyan Dobrev, the Bulgarian Economy, Energy and Tourism Minister, said the cancellations had affected 3,000 tourists.?

The number was not large, but it was important to make every possible effort to keep these cancellations to a minimum, he said.

In an interview with Nova TV on Wednesday, Dobrev also said he did not expect any further problems in the tourism sector in 2013.

He also argued that it was impossible to legislate for terrorist attacks and threats within the framework of the Tourism Act, which was submitted to Bulgaria's parliament last week.

?There is no way to write such protection into legislation. What we can do is work harder in the tourism industry to prevent a further exodus," he said.

"The good news is that such a fall-off in tourism is linked only to Israel at the present time, and the short drop in Israeli tourists has been made up by visitors from other countries."

The minister noted that the 138,000 Israeli tourists in Bulgaria in 2011 made up just 6 per cent of all 8.5 million tourists that year.

"In 2012, we expected an increase of 10 per cent of visitors from Israel. It is too early to say if these expectations will be met," Dobrev continued.

Hackers can steal photos, text messages, surf the Web and even make phone calls from your smartphone simply with the wave of a hand, researchers at the annual Black Hat security conference in Las Vegas said Wednesday.

Charlie Miller, a security researcher at Accuvant and serial smartphone hacker, demonstrated how easy it is for hackers to exploit near-field communication technology to take control of devices remotely. In front of a packed audience, he successfully hacked three smartphones using N.F.C.: a Samsung Nexus S, a Galaxy Nexus and a Nokia N9. In each case, he was able to access photos, send texts, browse the Internet and even make phone calls from the phones, without laying a finger on them.

Near-field communication technology makes it possible for two devices to speak to each other when they are in proximity. It can be used to, say, swap business cards virtually, play music on wireless speakers or pay for coffee with a smartphone. The technology is widely available internationally and is slowly being adopted in the United States.

The mobile payments industry is banking on it. Google?s mobile payments app, Google Wallet, lets users pay for items and redeem offers by tapping their phones to an N.F.C.-enabled terminal. New York taxicabs were early adopters of the technology. So were Samsung and Nokia. Smartphones that run Google?s Android and Nokia?s MeeGo operating systems are now N.F.C.-enabled and rumor has it that Windows and Apple smartphones will be next. N.F.C. was the hot buzzword at the Mobile World Congress in Barcelona earlier this year and analysts predict that some 70 million smartphones sold this year will include the technology.

Near-field communications is supposed to make our lives easier. But security researchers warn it will make hackers? lives easier too.
Mr. Miller showed that by bringing an N.F.C. tag, equipped with a chip, in proximity with an Android Nexus S phone he could send the phone?s browser to a malicious Web site and, from there, access the phone?s entire file directory and even install monitoring software.

Google patched the bug Mr. Miller used in the 4.01 version of Android. But even with the fix, he showed how a relatively new Google feature, called Android Beam, in its Ice Cream Sandwich operating system allows for the same exploit. The feature, which lets users share contacts and directions by bringing two devices in proximity, also makes it possible for hackers to take control of their Web browser and download malicious software from there.

Hacking the Nokia N9 phone using near-field communication technology, Mr. Miller demonstrated, is a piece of cake. The Nokia N9?s N.F.C. feature is not enabled by default. But once a user enables it, the phone starts accepting all connection requests, including from hackers. In his demonstration, Mr. Miller showed how he could exploit that feature to make phone calls, read texts and access photos.

Beijing floods caused 'significant losses': official

Weekend floods in Beijing caused "significant losses" and casualty numbers are still being tallied, the head of the worst-hit district has said, as residents of China's capital question the official toll.

Authorities in Beijing have still not updated a statement issued late Sunday that said 37 people had been killed in Saturday's freak rain, the heaviest since records began more than 60 years ago, with another seven still missing.

But many residents of the city believe the true figure may be much higher, after rivers burst their banks and flooded major highways, submerging large numbers of vehicles.

In the worst-hit area of Fangshan, on the city's mountainous southwestern outskirts, distraught residents spoke of cars being swept away and said many people were still missing.

"The casualties, which is what everyone cares about, have brought about significant losses, and we are currently coming closer to tallying them up," Fangshan leader Qi Hong said in a briefing broadcast late Tuesday on state television.

Phone lines were down in some areas, making it difficult to communicate, he said. Altogether the storm is estimated to have caused losses of five billion yuan ($780 million) and destroyed 8,200 homes.

The state-run Xinhua news agency said emergency workers had pulled 84 vehicles from waters submerging a major highway between Beijing and Hong Kong. Three bodies were found, it said.

Beijing city spokeswoman Wang Hui, addressing concerns expressed on China's hugely popular microblogs, or weibos, insisted authorities would not cover up the true number of deaths and were working to identify bodies.

The city government "will make an announcement as soon as possible," Wang said at a briefing Tuesday, acknowledging that the lack of official updates had given rise to public suspicion.

She said authorities recognised the importance of disclosing casualty figures, citing the SARS (severe acute respiratory syndrome) epidemic of 2003 when China faced an international backlash for trying to cover up the disease.

Many people took to the weibos to criticise the official response to the disaster in China's rapidly modernising capital, which came at a time of heightened political sensitivity ahead of a 10-yearly handover of power.

Some said the scale of the death and destruction could have been lessened if the government had issued better warnings, including by SMS, and modernised ancient drainage systems.

On Wednesday, the city's government issued a fresh weather alert, warning of more heavy rainstorms, and sending it to residents by SMS for the first time.

Authorities have issued a "yellow alert", the third of five danger levels, warning of possible mudslides and landslides in mountainous areas such as Fangshan.

City authorities also announced that Beijing's mayor Guo Jinlong would be stepping down, sparking a flood of weibo postings -- many of which have since been deleted, apparently by censors -- speculating about the reasons for his departure. Many weibo users had called for his resignation.

Authorities said the move was unrelated to the floods and that Guo was stepping down to become Beijing's Communist party secretary, a more senior role.

Australia focuses on Japan after Korea's whaling backdown

Australia has used the decision by South Korea to abandon plans for scientific whaling to raise pressure on Japan to follow suit.

Reports in Seoul today confirmed the South Korean plan had been scrapped.

Blame was heaped on the Ministry for Food, Agriculture, Forestry and Fisheries for pushing ahead with the proposal without first seeking a consensus from other ministries.

The Australian Environment Minister, Tony Burke, said Japan should note that there was no loss of faith in South Korea for making the decision.

"It is simply greeted with international appreciation and respect,? Mr Burke said.

Foreign Minister Bob Carr said South Korea has confirmed its reputation as a country seriously committed to the highest environmental standards.

?It's nice to see a friend and partner won't be pursuing whaling," Senator Carr said.

The government confirmed that it was fully committed to the case against Japan's Antarctic "scientific whaling" at the International Court of Justice in The Hague.

The next stage of the case will be an oral hearing likely in the second half of next year.

South Korea's plans to go scientific whaling for minke whales in coastal waters were revealed in a surprise announcement at the International Whaling Commission meeting in Panama City on July 4.

Under the controversial practice, a loophole in IWC rules allows countries to issue their own scientific permits to take unlimited numbers of whales, circumventing the global moratorium on commercial whaling.

Following a global backlash against South Korea, Senator Carr obtained an undertaking last week from Korean counterpart Kim Sung-hwan. He said Mr Kim indicated that plans for scientific whaling would not proceed.

In Seoul this week, President Lee Myung-bak chaired a meeting to deal with the issue, according to the Korean newspaper, Chosun Ilbo.

It reported an official who took part as saying: "The fisheries ministry was criticised at the meeting for unilaterally announcing the resumption of whaling without discussing the matter with other ministries or the Prime Minister's Office."

Other officials were also blamed for failing to mediate between ministries.

A final decision not to proceed with scientific whaling was said to have been taken on Tuesday.

"Discussions between government ministries have been concluded in a way that effectively scraps the plan to allow whaling in coastal waters," an unnamed senior government official told Yonhap news agency.

Audi Reconfirms Del Torchio as Ducati CEO

With the acquisition of Ducati Motor Holding by Audi AG, the German car manufacturer was bound to do some shuffling in the Italian motorcycle company?s executive ranks. Announcing that it has formed a new Board of Directors, Audi CEO Rupert Stadler has unsurprisingly been name President of the Board, while Horst Glaser and Axel Strotbek (best names ever) from Audi have also been given seats on the Ducati?s Board.

Giving Audi AG a 3-to-2 controlling interest of over Ducati?s Board of Directors, the new board is also comprised of Gabriele Del Torchio and Claudio Domenicali. In an interesting move, Del Torchio has been reconfirmed by the new Board of Directors as CEO of Ducati Motor Holding, with Audi also appointing the Italian to the Board of Directors at Automobili Lamborghini SpA.

The two appointments are a vote of confidence by Audi?s management in the work that Gabriele Del Torchio has done at Ducati, as well as the work done by General Manager Claudio Domenicali. Clearly, Audi is very impressed with Del Torchio, since they have given him the reigns at Lamborghini as well, and it should be interesting to see what Del Torchio does at the car company, after now seeing his results at Ducati.

An interesting side note, former-CEO of Ducati North America Michael Lock is currently the COO at Lamborghini America. If you recall, Lock left Ducati North America two years ago after a failed attempt to leverage a move from Ducati North America to Ducati Motor Holding in Italy. Despite the less-then-amicable split between Del Torchio and Lock, it appears once again Lock will be Del Torchio?s right-hand man in the Americas, though now for Lamborghini instead of Ducati.

Sarah Jones, a former Cincinnati Bengals cheerleader was indicted for allegedly having a sexual relationship with a high school student when Jones was a teacher.She pleaded not guilty to sex abuse charges on April 2, 2012. Jones' alleged sexual relationship between her and the high school student took place between Oct. 1 and Dec. 31, 2011. Citing personal reasons, Jones resigned Nov. 29 from Dixie Heights High School, where she taught freshman English for about five years. Jones' lawyer said she denies the allegations. Jones and her mother, Cheryl Jones, plan to testify at the trial scheduled for October.

MELBOURNE, Fla.--(BUSINESS WIRE)--Harris Corporation (NYSE:HRS), an international communications and information technology company, has named veteran business and technology strategist Gregory Taylor vice president of Corporate Strategy and Business Development, a new position within the company. WASHINGTON (AP) ? The United States and Pakistan are resuming high-level counterterrorism talks suspended over a deadly border incident last year, with Pakistan's spy chief set to visit Washington late this month, according to U.S. and Pakistani officials.

They start at an impasse, with the U.S. already determined to reject Pakistan's demands to end CIA drone strikes. Pakistani officials will also be pushing a plan to replace the CIA drone campaign with Pakistani F-16 strikes, and eventually its own armed drone fleet ? a proposal that U.S. officials say they have rejected many times before.

The divergent views reflect the deterioration in U.S.-Pakistani ties over the last 18 months, and the hardening of positions on both sides. The clash over CIA drone strikes that the U.S. sees as crucial to routing militants sets a combative tone for the first meeting between Pakistani intelligence chief Lt. Gen. Zaheerul Islam and CIA Director David Petraeus, at CIA headquarters in Virginia.

Yet each side is also signaling a willingness to improve cooperation.

Pakistani officials say they may allow the return of some U.S. military personnel to operate mobile intelligence centers with the Pakistani army in the lawless tribal regions. The presence of U.S. troops on Pakistani soil is an extremely sensitive subject in Pakistan, where anti-American feeling runs high.

The U.S. is working to meet Pakistan's new requests for logistical and equipment support to improve the performance and accuracy of the country's F-16 fleet, according to U.S. officials current and former.

All officials spoke anonymously to discuss sensitive strategy and negotiations.

U.S. officials insisted CIA drone strikes on Pakistani territory must continue, because Pakistan's U.S.-approved F-16 program is still no match for the accuracy of the CIA campaign.

They cite a failed experiment last fall, where U.S. officials gave the Pakistanis coordinates of a Taliban outpost in the remote tribal areas. The Pakistani F-16s carried out a nighttime bombing raid using night-vision-enabled targeting pods on a squadron of modernized F-16s the U.S. sold them in 2010. Despite the new equipment, the pilots hit "the wrong chain of mountains," said one former U.S. official. The explosion signaled the attack to the militants, who fled.

U.S. officials also say the Pakistanis would be reluctant to target U.S. enemies like the Haqqani network, which maintains an informal peace with the Pakistani military while attacking U.S. troops in Afghanistan.

U.S. officials cite at least three cases where they believe the Pakistani military or intelligence service tipped off Haqqani militants after the U.S. shared their location. The officials say they would have to see the Pakistani military go after the network in ground operations, before they would consider curtailing any U.S. counterterrorist activity.

"There is a lot of skepticism on the Pakistan ability to act on our intelligence and not let the targets get away intentionally or deliberately," says Rep. Adam Schiff, D-Calif., a member of the House intelligence committee.

Pakistan's intelligence chief will come with a list of requests including drone technology, a senior Pakistani security official said Tuesday. Islam will also push for equipment Pakistani officials say will boost the accuracy of their F16 fleet, while laying out a plan to phase out CIA drones altogether, according to three other Pakistani officials.

From the Pakistani perspective, that plan would start with joint strikes, combining their F-16s and the CIA's drones. The drones would provide round-the-clock surveillance of the targets for the days and hours leading up to the strike, then Pakistani jets would hit the target.

The White House and the CIA declined to comment. Pentagon spokesman George Little would not confirm the Pakistani proposal, but said "we seek to continue our counterterrorism cooperation with the Pakistanis ? cooperation that goes back years."

Last year arguably marked the lowest point in U.S.-Pakistani relations. The Pakistanis were insulted by a series of incidents, especially the U.S. Navy SEAL raid into Pakistan that killed Osama bin Laden, and the border skirmish last fall where the U.S. killed 24 Pakistani troops.

Pakistan demanded an apology for the deaths, which the U.S. insisted were the result of mistakes on both sides.

Secretary of State Hillary Rodham Clinton apologized in early July, after months of refusals. The intelligence talks are one of the first signs that the apology unfroze contacts that the U.S. has found helpful in the past.

The U.S. also needs Pakistan as a supply route into Afghanistan and to help keep militants at bay. Clinton's apology cleared the way for overland supply routes into Afghanistan to be reopened and for Pakistan to begin to seek more control over counterterrorist activities on its soil.

The reopening in turn cleared the way for the release of some $1.1 billion in U.S. funds that have been held up for months, top senators said Tuesday.
