Netanyahu rejects widespread criticism of homes plan (Reuters)

JERUSALEM (Reuters) ? Israeli Prime Minister Benjamin Netanyahu on Wednesday rejected Western and Arab complaints that the planned construction of 1,100 new homes in Gilo on annexed land close to Jerusalem would complicate Middle East peace efforts.

"Gilo is not a settlement nor an outpost. It is a neighborhood in the very heart of Jerusalem about five minutes from the center of town," Netanyahu's spokesman Mark Regev said.

In every peace plan on the table in the past 18 years Gilo "stays part of Jerusalem and therefore this planning decision in no way contradicts" the current Israel government's desire for peace based on two states for the two peoples, he added.

Netanyahu also stressed the construction approval announced on Tuesday was a "preliminary planning decision."

The United States, Europe and Arab states said the announcement would complicate efforts to renew peace talks and defuse a crisis over a Palestinian statehood bid at the United Nations.

Britain and the European Union called on Netanyahu to reverse the decision, and U.S. Secretary of State Hillary Clinton said new settlement building would be "counter-productive."

The U.S. State Department's number two and three officials for policy, Deputy Secretary Bill Burns and Under Secretary Wendy Sherman, discussed the issue with Israeli Ambassador to Washington Michael Oren on Tuesday, the State Department said.

State Department spokeswoman Victoria Nuland told reporters both meetings were in person but had been previously scheduled, so Oren was not "summoned" to the State Department -- a sign of diplomatic annoyance.

Nuland declined to say whether the United States had been given any advance warning of the construction decision.

Palestinian President Mahmoud Abbas applied at the United Nations on Friday for full Palestinian membership, a move opposed by Israel and the United States, which urged him to resume negotiations with Israel to end the 63-year-old conflict.

Abbas has made a cessation of Israeli settlement building a condition for returning to talks which collapsed a year ago after Netanyahu refused to extend a 10-month partial moratorium on construction.

The so-called Quartet of international mediators -- the United States, the European Union, Russia and the U.N. -- has called for talks to begin within a month and urged both sides not to take unilateral actions that could block peacemaking.

Saeb Erekat, the chief Palestinian negotiator, said the new housing units Israel wants to build represented "1,100 'noes' to the Quartet statement" urging a resumption of negotiations.

Gilo is a suburban settlement that Israel erected on land it captured in the West Bank in a 1967 war and annexed unilaterally as part of its declared capital, Jerusalem.

Palestinians want to create a state in the occupied West Bank and the Gaza Strip, with East Jerusalem as its capital, and say settlements could deny them a viable country.

Israel's Interior Ministry said a district planning committee approved the Gilo project and public objections to the proposal could be lodged within a 60-day review period, after which construction could begin.

The Basics
Aside from the ultra-short throw, interactivity, and 3D, the TW675UTi-3D, offers a garden variety set of features for a data projector aimed at a small to medium size conference room or classroom. It's built around a DLP chip, and it offers WXGA (1,280 by 800) resolution along with a 3,200 lumen brightness rating. As its 16.8 pound weight and 8.3- by 16.8- by 16.0-inch (HWD) measurements suggest, it's meant primarily for permanent installation, although you can also put it on a cart for room-to-room portability.

Setup is standard fare, with a typical set of connection options for data and video. Choices include an HDMI port for a computer or video source, two VGA ports for computers or component video, a VGA passthrough port, and both S-video and composite video inputs. There's also a USB port that will let you plug in an optional WiFi dongle ($29 street) for data or plug in a USB memory key with JPG and BMP files for the projector to read directly.

The Big Picture
By definition, ultra-short-throw projectors show big images from short distances. For the TW675UTi-3D, that worked out in my tests to throwing a 78-inch-wide image (92 inches diagonally at the native 16:10 aspect ratio) with the front of the projector just 10 inches from the screen.

As with all ultra-short-throw projectors, the actual projection distance is longer, because the lens is near the back of the projector, facing a mirror that reflects the image and sends it to the screen. The distance to the mirror was roughly 25 inches, just short of Optoma's maximum stated distance of 25.8 inches for a 100-inch image. Optoma's stated full range for image size is 77 to 100 inches at distances of 19.3 to 25.8 inches from the mirror.

Interactivity and 3D
The interactivity worked as expected in my tests for drawing, highlighting, and otherwise interacting with the image. As is typical, Optoma provides one interactive pen and an interactive program, in case you don't already have one.

One advantage of the Texas Instruments interactive technology that the projector uses is that it doesn't need calibration. The pen essentially looks at a grid (invisible to the human eye) that the projector overlays on the image, and it reports the co-ordinates it's pointing at. In addition to eliminating the need for calibration, this approach means that the pen only has to see the screen rather than touch it, which lets you use literally any surface?including a freely hanging screen with no support behind it. It also means you can walk around the room and interact with the screen from a distance, although you shouldn't expect to point at the screen with any precision from more than a few feet away.

The 3D feature turned out to be surprising. Most 3D-ready, interactive projectors won't let you use 3D and interactive modes at the same time. With the TW675UTi-3D you can. The brightness drops noticeably, but that you can do it at all opens up the possibility of using 3D interactive programs, a category that Optoma says is just starting to appear. This basically translates to helping future-proof the projector.

Of course, as with all inexpensive 3D-ready projectors at the moment, the 3D capabilities are limited. By itself, the projector will work only with a computer with a Quadbuffered, Open GL 3D-compatible graphics card. To use it for 3D with a Blu-ray player or the signal from your TV's set-top cable box you'll need to connect by way of a converter, like the Optoma 3D-XL ($400 street, 4 stars) that I used for my tests. You can't count this against the projector, however, since the same holds true (for now) for all of its competition, including, for example, the Dell S500wi.

Image Quality and Other Issues
The projector was easily bright enough for the image size I tested with to stand up to the ambient light in most offices or classrooms. It also scored well overall on image quality. For data images, it sailed through our standard suite of DisplayMate tests, with suitably eye catching color and no important problems. With video, it did a good job with skin tones and with maintaining shadow detail (details based on shading in dark areas), even in scenes that many projectors have problems with. It's not in the same class as a home theater projector, but for a data projector it does surprisingly well.

Also in the TW675UTi-3D's favor is that it has very little rainbow effect, with light areas breaking up into little red-green-blue rainbows when you shift your gaze or an object moves on screen. The effect is a potential issue for any single-chip DLP projector, but some show it more often than others, particularly with video sources. With the TW675UTi-3D they show so rarely that even people who see the rainbows easily, as I do, are unlikely to find them annoying.

Note, finally, that the built-in stereo audio system, with two 5-watt speakers, is a little disappointing. The sound quality is reasonably good, but the volume is suitable for only a small conference room. If you need audio, you'll probably need to use an external sound system.

The TW675UTi-3D offers a lot more strengths than weaknesses. On the plus side are brightness, image quality for both data and video, lots of connection choices, an ultra-short throw, suitability for mounting for an interactive table top, 3D, the ability to turn 3D and interactive mode on at the same time, and more. And on the minus side are...well not enough issues to matter all that much. The balance makes the TW675UTi-3D an impressive projector indeed, and our new pick for interactive, ultra-short-throw Editors' Choice.

Stanford University's Global Climate and Energy Project is awarding $3.5 million to researchers at five universities to develop new technologies that could dramatically improve energy storage capacity on the electric grid.

The awards bring the total number of GCEP-supported research programs to 86, with total funding of approximately $104 million since the project's launch in 2002.

"GCEP is delighted to announce our first research awards in the area of advanced grid energy storage," said GCEP Director Sally Benson, a research professor of energy resources engineering at Stanford. "Finding dependable, low-cost ways to store electricity is the key to future grid reliability, especially given the rapid growth of intermittent renewable energy sources, such as solar and wind power."

This GCEP research initiative focuses on new approaches for developing high-efficiency electrochemical storage systems and flywheels rotating devices that convert stored kinetic energy into electricity.

Twelve investigators from across the United States will participate in the initiative focusing on three innovative technologies:

Enhanced Electrolyte Energy Storage Systems: This research seeks to introduce transformative changes in the construction and composition of the redox flow battery, a promising but expensive technology that stores and generates electricity by pumping streams of charged materials (electrolytes) across a membrane.

Investigators: Jeremy Meyers and Allen Bard, University of Texas-Austin; and Thomas Zawodzinski Jr. and Alex Papandrew, University of Tennessee-Knoxville.

Novel Solid Oxide Flow Batteries: The goal of this program is to develop a unique type of flow battery that stores energy in methane and other gases, and then uses the stored fuel to generate electricity like a fuel cell.

Investigators: Scott Barnett, Northwestern University; Robert Kee and Robert Braun, Colorado School of Mines.

"Thanks to support from GCEP, we now have a unique opportunity to provide sufficient proof of concept to justify further investment in solid oxide flow batteries and help advance this critical new technology," said Barnett, professor of materials science and engineering at Northwestern.

Low-Cost Flywheel Energy Storage: This program will investigate two novel designs: pendulum and hubless flywheels that use high-strength carbon nanomaterials with superconducting qualities to increase energy storage capacity at a significantly reduced cost.

Investigators: Robert Hebner, Richard Thompson and Siddharth Pratap,

University of Texas-Austin; and Ray Baughman and Shaoli Fang, University of Texas-Dallas.

"The GCEP award will allow us to advance the understanding of revolutionary flywheel designs, which have the potential for a 10-fold decrease in the cost of stored energy compared to other technologies," said Thompson, senior engineering scientist at the UT-Austin Center for Electromechanics.

GCEP is a collaboration of the scientific and engineering communities in academia and industry. With the support and participation of ExxonMobil, GE, Schlumberger and Toyota, GCEP explores science that could lead to energy technologies that are efficient, environmentally benign and cost-effective.

"It is extremely gratifying to see GCEP provide funding to institutions across the country for collaborative research in energy storage," said Gary Leonard, chair of the GCEP management committee and technology director for aero-thermal and mechanical systems at GE. "Each of these awards has a strong potential to produce game-changing technologies that could reduce greenhouse gas emissions and have a significant impact on global climate change."

(AP) ? The Federal Reserve is running out of options to try to boost a slumping economy and lower unemployment. So policymakers are expected to reach 50 years back into their playbook for their next move.

Most economists expect the Fed to announce a plan Wednesday to shift money in its $1.7 trillion portfolio out of short-term securities and into longer-term holdings.

The plan could lower Treasury yields further. Ultimately, it could reduce rates on mortgages and other consumer and business loans, too.

Fed Chairman Ben Bernanke is expected to advocate the move despite criticism from within the Fed and from Republican lawmakers and presidential candidates.

On Monday, the four highest-ranking Republicans in Congress sent Bernanke a letter cautioning the Fed against taking further steps to lower interest rates. Their letter suggested that lower rates could escalate the risk of high inflation.

The plan the Fed is considered most likely to unveil Wednesday has been dubbed "Operation Twist" and dates to the early 1960s. The Fed used a similar program then to "twist" long-term rates lower relative to short-term rates.

Expectations that the Fed will do so again, along with renewed fears of another recession, have led investors to buy up U.S. Treasurys. Treasury yields have dropped in response.

The yield on the 10-year Treasury note last week touched a historic low of 1.87 percent. On Tuesday, it finished slightly higher, 1.93 percent.

Once the Fed announced last month that it would expand its September meeting from one to two days, most economists have predicted that policymakers would unveil some new step. Chairman Ben Bernanke has said that the Fed is considering a range of options.

The central bank is under pressure to revive an economy that has limped along for more than two years since the recession officially ended. In the first six months of this year, the economy grew at an annual rate of just 0.7 percent. In August, the economy didn't add any jobs, and consumers didn't increase their spending on retail goods.

Most economists foresee growth of less than 2 percent for the entire year. Many say the odds of another recession are about one in three.

The Fed has offered its own bleak outlook. At its August meeting, it said the economy will likely struggle for at least two more years. As a result, it said it planned to keep short-term rates near record lows until mid-2013, as long as the economy remained weak.

The decision to do so highlighted a rift within the central bank. Three members dissented from the Fed's decision ? the most negative votes in nearly two decades. The three, all regional Fed bank presidents, said the Fed's policies have increased the risk of inflation.

Bernanke has also faced criticism from congressional Republicans and GOP presidential candidates. Some have argued that the Fed's $600 billion bond-buying program, which ended in June, weakened the value of the dollar against other currencies and contributed to a spike in oil and commodity prices.

Texas Gov. Rick Perry, who is seeking the GOP nomination for president, went so far as to say Bernanke would be "almost treasonous" to launch more bond buying.

Bernanke has said that the Fed could consider another round of bond purchases. It could also provide more specific guidance on future interest rate moves.

Or it could reduce the 0.25 percent interest the Fed pays banks on their reserves at the central bank. Doing so would reduce the banks' incentive to keep money at the Fed and might make them more likely to lend.

But many analysts expect the Fed to opt for Operation Twist over those other actions.

President Barack Obama has unveiled a $447 billion jobs program made up of a combination of tax cuts and increased government spending. But the proposal faces an uncertain fate in Congress, where Republicans are focused on efforts to trim soaring budget deficits.

Mexico horror: Gunmen dump 35 bodies on avenue (AP)

MEXICO CITY ? Suspected drug traffickers drove two trucks to a main avenue in a Mexican Gulf coast city and dumped 35 bodies beneath an overpass during rush hour as gunmen stood guard and pointed their weapons at frightened drivers.

Horrified motorists trapped at the scene grabbed cell phones and sent Twitter messages warning others to avoid the area on a thoroughfare near the biggest shopping mall in Boca del Rio.

The gruesome scene Tuesday was a sharp escalation in drug violence in Veracruz state, which sits on an important route for drugs and Central American migrants heading north.

The Zetas drug cartel has been battling other gangs for control of the state.

Veracruz state Attorney General Reynaldo Escobar Perez said the bodies were left piled in two trucks and on the ground under an overpass near the mall and a statue of the Voladores de Papantla, ritual dancers from Veracruz state.

Police had identified seven of the victims so far and all had criminal records for murder, drug dealing, kidnapping and extortion and were linked to organized crime, Escobar said. He didn't say to what group the victims belonged.

Motorists posted warnings on Twitter that masked gunmen in military uniforms were blocking Manuel Avila Camacho Boulevard and pointing their guns at civilians.

"They don't seem to be soldiers or police," one tweet read. Another said, "Don't go through that area, there is danger."

Escobar said police were reviewing surveillance video recorded in the area.

Local media said that 12 of the victims were women and that some of the dead men had been among prisoners who escaped from three Veracruz prisons on Monday, but Escobar said he couldn't confirm that.

At least 32 inmates got away from the three Veracruz prisons. Police recaptured 14 of them.

Earlier Tuesday, the Mexican army announced it had captured a key figure in the cult-like Knights Templar drug cartel that is sowing violence in western Mexico.

Saul Solis Solis, 49, a former police chief and one-time congressional candidate, was captured without incident Monday in the cartel's home state of Michoacan, Brig. Gen. Edgar Luis Villegas said during a presentation of Solis to the media.

Solis is considered one of the principal lieutenants in the Knights Templar, which split late last year from La Familia, a pseudo-religious drug gang known as a major trafficker of methamphetamine.

Drug violence has claimed more than 35,000 lives across Mexico since 2006, according to government figures. Others put the number at more than 40,000.

In northern Mexico, the army announced the detention of two more suspects in a casino fire that killed 52 people last month in the northern city of Monterrey.

The two men captured at a bar in Monterrey late Monday confessed to being members of the Zetas drug cartel and participating in the attack, federal prosecutors said.

Separately in Nuevo Leon, Mexican marines captured 19 alleged members of the Zetas drug cartel at a ranch that was being used as a training camp in the town of Colombia, the military announced.

A navy statement said that seven minors were among those detained and that marines seized four rifles, a pistol, and several military uniforms and boots.

Police say Chinese reporter killed in robbery (AP)

BEIJING ? Chinese police say a reporter was murdered in a robbery and not because of his reporting as speculated online and in some local media reports.

Police in Luoyang city in Henan province said Wednesday that Li Xiang was stabbed Sunday night in a robbery and that two suspects have been caught.

Internet users and some news reports had suggested the attack in which Li was stabbed at least 10 times was linked to an ongoing scandal involving recycled food oil.

Li's last post on his microblog was a link to another news agency's report last week about an alleged factory producing illegal recycled food oil, dubbed "gutter oil."

A Luoyang police official says there is no evidence the attack was related to Li's reporting.
